He practiced tax and international tax with Bingham, Dana & Gould.
Professor Boyle serves as counsel to Bosnia and Herzegovina and to the Provisional Government of the Palestinian Authority. He also represents two associations of citizens within Bosnia and was involved in developing the indictment against Slobodan Milosevic for genocide, crimes against humanity, and war crimes in Bosnia and Herzegovina.
Over his career, he has represented national and international bodies including the Blackfoot Nation (Canada), the Nation of Hawaii, and the Lakota Nation, as well as numerous individual death penalty and human rights cases. He has advised numerous international bodies in the areas of human rights, war crimes and genocide, nuclear policy, and bio-warfare. From 1991-92, he served as Legal Advisor to the Palestinian Delegation to the Middle East Peace Negotiations.
Professor Boyle served on the Board of Directors of Amnesty International, as a consultant to the American Friends Service Committee, and on the Advisory Board for the Council for Responsible Genetics. He drafted the U.S. domestic implementing legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989, that was approved unanimously by both Houses of the U.S. Congress and signed into law by President George H.W. Bush.

Biden met with world leaders at a global summit from Nov. 15 to Nov. 16 to propose high-level policy solutions for economic problems facing countries around the world, including climate change and the prospect of recurring global pandemics. The forum culminated in the G20 Bali Leader�s Declaration that supported international vaccine technology sharing and the institution of �trusted global digital health networks� in an effort to improve future pandemic responses.

Nov 22, 2022 - U.S. Customs and Border Protection (CBP) has seen four personnel die by suicide in the last two weeks, National Border Patrol Council Vice President At-Large Sergio Moreno, who is part of the agency�s National Suicide Prevention Workforce, revealed to the Daily Caller News Foundation.
Three Border Patrol agents died by suicide in the two week period, the first two in the Rio Grande Valley sector, the third in the El Paso sector on Sunday and the fourth, a CBP officer, also on Sunday, Moreno told the DCNF. The surge in suicides comes as CBP personnel experience low morale amid record illegal migration ushered in by several Biden administration border and immigration policies.
An increasing number of agents taking their own lives led the agency to hire the first suicidologist, Dr. Kent Corso, to step in at the first half of 2021. Corso is conducting an investigation into the incidents, according to Moreno, who recently traveled with Corso to the Rio Grande Valley sector where he spoke with agents about losing their colleagues.

Nov 17, 2022 - House Democrats voted against a bill intended to increase transparency into the Department of Veterans Affairs� (VA) wait time calculations at a committee markup Wednesday, as complaints mount that the VA is fudging data. The proposed amendment from Republican Rep. Paul Gosar of Arizona would have required the VA to hand over documents relating to wait time calculations after the VA�s internal watchdog found in April that the department may be manipulating patient data to conceal the duration veterans have to wait before receiving medical care at VA facilities. The Democratic majority on the House Veterans Affairs Committee (HVAC) gave it an unfavorable recommendation Wednesday, effectively nullifying it before Congress, Fox News first reported.
�A closer look reveals that some VA facilities have months-long wait times for new patients or existing patients seeking specific care,� Mike Bost, a Republican representative from Illinois who also sits on the committee, said at the hearing. �Long wait times at VA medical centers and delays in accessing care [in the] community are unacceptable.� [ READ MORE ]

Nov 07, 2022 - Controversial Department of Homeland Security (DHS) program tracks military veterans, characterizes them as extremists & potential domestic terrorist threats because they may be �disgruntled, disillusioned or suffering from the psychological effects of war.� The U.S. government is still waging war on America�s military veterans.
Especially veterans who exercise their First Amendment right to speak out against government wrongdoing.
Consider: we raise our young people on a steady diet of militarism and war, sell them on the idea that defending freedom abroad by serving in the military is their patriotic duty, then when they return home, bruised and battle-scarred and committed to defending their freedoms at home, we often treat them like criminals merely for exercising those rights they risked their lives to defend.
As first reported by the Wall Street Journal, the government even has a name for its war on America�s veterans: Operation Vigilant Eagle.
This Department of Homeland Security (DHS) program tracks military veterans returning from Iraq and Afghanistan and characterizes them as extremists and potential domestic terrorist threats because they may be �disgruntled, disillusioned or suffering from the psychological effects of war.�
Coupled with the DHS� dual reports on Rightwing and Leftwing �Extremism,� which broadly define extremists as individuals, military veterans and groups �that are mainly antigovernment, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely,� these tactics bode ill for anyone seen as opposing the government.
Yet the government is not merely targeting individuals who are voicing their discontent so much as it is taking aim at individuals trained in military warfare.
Don�t be fooled by the fact that the DHS has gone extremely quiet about Operation Vigilant Eagle.
Where there�s smoke, there�s bound to be fire.
And the government�s efforts to target military veterans whose views may be perceived as �anti-government� make clear that something is afoot.
In recent years, military servicemen and women have found themselves increasingly targeted for surveillance, censorship, threatened with incarceration or involuntary commitment, labeled as extremists and/or mentally ill, and stripped of their Second Amendment rights. [ READ MORE ]

Veterans a Focus of FBI Extremist Probe

Apr 17, 2009 - WASHINGTON -- The Federal Bureau of Investigation earlier this year launched a nationwide operation targeting white supremacists and "militia/sovereign-citizen extremist groups," including a focus on veterans from Iraq and Afghanistan, according to memos sent from bureau headquarters to field offices.
The initiative, dubbed Operation Vigilant Eagle, was outlined in February, two months before a memo giving a similar warning was issued on April 7 by the Department of Homeland Security.
Disclosure of the DHS memo this week has sparked controversy among some conservatives and veterans groups. Appearing on television talk shows Thursday, Homeland Security Secretary Janet Napolitano defended the assessment, but apologized to veterans who saw it as an accusation. "This is an assessment of things just to be wary of, not to infringe on constitutional rights, certainly not to malign our veterans," she said on NBC's Today Show.
The documents outlining Operation Vigilant Eagle cite a surge in activity by such groups. The memos say the FBI's focus on veterans began as far back as December, during the final weeks of the Bush administration, when the bureau's domestic counterterrorism division formed a special joint working group with the Defense Department. On his 100th birthday, Marine and World War II veteran Carl Dekel said he loves his country and that's why he's worried about the future of America. During an emotional interview, he said he worries future generations won't have the same opportunities he had, despite having to fight and watch his fellow countrymen die on the front lines. A 100 year old World War Two veteran has issued a sobering warning that America is �going to hell� and that everything he and his generation fought for is �all going down the drain.�
In an emotional interview, former marine Carl Spurlin Deke expressed his gratitude for his 100 years of life, noting �I�ve lived a good life. I�ve had a lot of love, happiness, smiling, telling everybody that everything was beautiful every day.�
But Deke, who stated that the �most important thing in my life was serving my country,� also spoke of his grief at the state of America today, warning that �People don�t realise what they have. They b*tch about it�...
�And then nowadays, I am so upset because the things we did, the things we fought for, and the boys that died for it, it�s all going down the drain.� Deke started beginning to cry.
�Our country is going to hell in a handbasket,� he further urged, adding that �We haven�t got the country we had when I was raised, not at all.�
The veteran further warned that unless things drastically improve, �Nobody will have the opportunity I had. It�s just not the same,� further urging �That�s not what our boys, that�s not what they died for.�
The comments come as half of Americans rank moral values in their country currently as �poor,� with only 13 percent saying those values are good, according to a Gallup survey.
The findings equate to the worst ranking of moral values among Americans for two decades, with 78 percent also feeling that things are only going to get worse.
Gallup also found that a belief in God among Americans has fallen to an all time low.
Despite expressing his grave fears for the future, Deke noted that his 100 years has taught him to �just remember everything�s beautiful and live every day to the fullest. Just enjoy everything you possibly can.�
